Assuming this is true, which is pretty unlikely, the tickets can just be ignored as the vehicles are not registered. The system will not know how to proceed, even if it was legitimate to issue the tickets.

Perhaps this was a funeral for a traffic warden, and his colleagues wanted a fitting send-off?

Not a traffic warden, but a close relative - the private wheel clamper: One wheel clamper in Portsmouth was arrested and later fined for clamping two unmarked police cars, complete with plain clothes officers inside!
