And all she got was a penalty charge notice

When you have caused an obstruction and considerable inconvenience to many people and probably caused substantial cost to commercial businesses, there really ought to be a much more serious penalty than a penalty charge notice. A financial penalty, not a criminal one.

This probably explains why so many commercial vehicles ignore "no loading at any time" notices so routinely in London, often completely blocking narrow streets, or causing gridlock when another large vehicle can't squeeze past. If the worst that happens is that you get a fixed penalty once in a while, they can absorb that as "the cost of doing business".

There's quite a big hint in the story there that all she was doing was having a coffee in Costa as well. I dont know what passes for peoples thinking to do something like this...

The crowd should have administered some instant justice. As they had to move her car by physical lifting they should have positioned it somewhere that it could not have been driven out of, like between two posts.
and then melted away before the PCSO stopped laughing.

She could argue the fine as the yellow lines don't appear very clear under her car either, if she wanted to check the loopholes. Her excuse was she wasn't local, you would think the tramlines and double yellow lines would give her a clue! They should have rolled it over out of the way, or hit it with the 'Don't Park Here!" stamping hammer. Or just rammed it with several tons of tram.

Part of the wording says the car was lifted, but if you watch the video, they rolled it backwards.

Was the handbrake not on?
Was it not left in gear?
Did someone break in and release the handbrake and put it in neutral?

Don't really know why it took 25 minutes either, at least it got damaged anyway, looks like a part of wheel arch trim gets knocked off. It reminds me a bit of the scene in Bruce Almighty, where there's a big queue of irate drivers stuck behind a broken down car, all it takes is for Bruce to help push it out of the way and everyone can get on their way.

It surprises me that it was left to bystanders to move the car. Where were the professionals for this sort of job? And I'm with mick, no handbrake?

It doesnt take many men to take enough weight off the back wheels that you can move it with the handbrake on.

The probable reason why there's no yellow lines is that you're not even allowed to drive down this road, never mind park on it. No local would ever do such a thing, I would hope.

Handbrake only works on the back wheels, so if you lift them up you can roll the car (as long as it's not in gear).

Trams ought to be fitted with something like this:

Seriously ....
Part of the problem with trams is that they can't steer round obstacles, whether wilful or accidental. I believe that one of the factors that hastened the decision to dismantle most of the old tram networks in London and other cities, was the severe disruption to services during the wartime blitz.
Another problem is the hazard to cyclists, as we know only too well.
But now they're coming back - in Britain and France especially. In most other countries they never vanished.
