Road Legal Grass Cutters
Heard this calamatous noise behind me and was expecting a huge 24 wheeled monster trying to overtake. It was a flippin' lawn mower with number plates. The guy was actually hunched down for better streamlining. After a hundred yards or so he started shouting abuse. Well I think it was abuse as the noise was deafening. One thing about cycling, its never boring.

Well, that's unfair. Normally abuse is because the abusive participant feels entitled to something that they feel they aren't getting. Like the ability to drive without deviating from their course.
This driver could possibly have been complaining about how ridiculously loud their vehicle was.

On my commute to work I have seen a fork lift truck go on the road. It's going from one factory to just over the road and a side street to get to the next.
However it does not have any number plates on.
So would this vehicle be breaking the law and have no insurance?

There are exemptions for vehicles used on road only for very short distances. This is very common with agricultural machinery where a short section has to be used to get from one field to the next. Don't know about forklifts

I've had to drive onto the road with a forklift to unload wagons that couldn't get in our yard, I got my licence so long ago I can't actually remember the legalities of forklifts on the road
I think it's just common sense, IE loading/unloading and crossing the road from one factory to another is fine so long as it's safe, but driving down to the newsagents for some fags in one is probably not a good idea.
