Headset adjustment

I'm trying to adjust the headset on a new to me trike. It was really gunked up on arrival so I stripped it, degreased it and re geased it.
Now I can get it smooth but when I tighten the locknut it gets stiff again.

when you tighten the locknut it pushes the adjusting race downwards. You need to set the adjustment by trial and error, starting 'too loose' and each time tightening the locknut before bothering to see if there is free play or not. Before the locknut is tightened, how the headset feels is either meaningless or misleading.

I know that, I have done it now anyway. I re stripped it and put it back together again so I guess I got something the wrong way up somewhere.
