My wheels are pretty old and when I got them double walled rims weren't as popular, so I had to remember to get long stem valves when buying tubes.
I haven't bought tubes for a few years and when I opened the tube out at home the stem was massive!
I got it on with some manipulation and it was fine for a few weeks, but when I rotated the tyres (got a flat spot on the rear so put it on the front) I must have stressed the rubber round the stem because there's a puncture where the stem meets the rubber.
So normal stem presta valves are long enough for normal double walled rims and you only need long valve tubes if you have rims which, looking at the length of the valve, must be massive!
Long stem presta valves are now much longer!

I too have noticed, now I go for 40 mm.
The 60's are used for modern deep section aero rims.
Edited - Oh.....put the tube partially inflated in the tyre and place whole thing on the wheel valve first in hole, finish one bead and finish the second bead valve last, you probably know that.........
