Carrera TDF (Virtuoso) tyre size?

My brother-in-law has kindly donated a Carrera TdF (I believe it has the same frame as the virtuoso) for me to use as a winter hack. I am unable to collect it for 3-4 weeks but I am already planning to change things.

So the question is what size tyre and mudguard combination are possible?
I'd like to squeeze 28's on with proper 'guards, is this possible?

So quite probably with the right guards you could go to 28mm.
