My wife has an OCR3. We only paid £260 for it brand new, though it was shopsoiled (scratch on paintwork). Mudgaurds and rack can be shoehorned onto it, but the clearances are a bit tight, so you won't be able fit anything wider than 25mm tyres - you might get away with 28mm at a pinch. This will compromise the luggage carrying capacity a little, so you'll have to travel fairly light - 2 small panniers max.
Also, the original wheels on the OCR aren't great - plenty of spokes but not well built and the spokes kept coming loose. Soon upgraded to a better set - handbuilt with Mavic MA3 rims (Opensport is the equivalent).
